He was, as Executive Director of the Children's Aid Society of Ottawa-Carleton, credited with leading the development of the first substantive five-year corporate plan for any Children's Aid Society in Ontario using a broad-based and creative planning process. This plan was broadly recognized for its groundbreaking excellence. Moreover, the objectives established in it were substantially completed within three years.
